Ideally speaking, a government exists due to a common will of the people being governed by it. Going by this logic, it is necessary for it to take all the step to maintain law and order and ensure security and welfare of the people. The step could be tracking of mail (incl. e-mail) or even tracking of face to face contacts. On the other hand, it is also possible that those in power start using their position for personal purposes. The issue is very sensitive and requires proper legislation.
