perils of 6th Pay commission

I regret to state herein that many of the States's majority of income (90% of total income)is earmarked for giving salary, thereby they do not have any money for development. How will solve this problems. In Mahrashtra about 75% is earmarked for salary of the employees. There is no much development in this State. If the situation goes like this, entire system will collapse one day. Many small States do not have enough money to pay the salaries of employees.

The Central Govt: should come with touch laws to curb this Babusim and enjoying the revenues without any control?.
