Sir, I am working in DVC an autonomous body following Govt. of India Rules regarding pay scale. I am working for the last 33 years and have got only one promotion, now working as PA.After the 5th pay commission I got only 3 years increment and now stagnant. Our job criteria is same as the PS. There is no carrier prograssion in our organization except for Officers/Engineers. My suggestion is that scale may be framed as time scale from Entry level assistant i.e. Jr. Asst.-cum-Typist to Admn. Officer/Estate Officer. So for Jr. Steno to Admn. Officer/Estate Officer and similar cadre post. After completion of every seven years the person is entitled to get higher pay. For Example if the scale is framed as below: Rs.8000-300-10100-400-12900-500-16400-700-21300-800-25300 (33 Years). There will be no need for further pay revision.
