I am not fully agree with your view toward group III/IV employee. The offices is running not only by the Group I & II Officer, the group III/IV employ also extend their upport and co-operation to the group I/II Officers. You will not weight all the group III/IV employee in the same weight machine. I am agree that you have the expreience with such type of group III/IV employee. But most of the office in Central Govt. is fully depend upon the group III employee and they are doing their best for their office in this competition market.
