The writer of this column challenges the book that it does not address the reasons of EHM's failures in IRAQ. But Perkins clearly outlines the reason in the Chapeter titled Why EHM's failed in IRAQ. It is more attributed towards the tyrannical nature of Saddam's then the inadequecy of techniques used by EHMs.
Perkin's has shown that the so called National governments were no more than puppets in the hands of US or were extremely corrupt politicians. Explainign their motives of supporting the corporatocracy was outside the scope of the book.
