darker side of travel insurance.

it is always essential totake travel insurance before you leave the country but according to me insurance companies are making huge profit in this area as to clam from insurance is a difficult task and cumbersome procedure makes insured people to leave it.if you want for 1 year duration you should not claim any claim for first 180 days.can any insurance company explian me the reason for this clause?
another when i have paid premium why they want to deduct 100 us dollar from the claim? if i had gone to australi why they deduct equivalent amount of us dollar from my claim?they must deduct aussie dollar not us dollar.can any insurance company the reason for this.even insurance regulating authority can throw any light on this issue.
