won't work with Pakistan

Contrast what is being said with the US-Soviet rivalry in the cold war. They are friends today also but "trade" came in only when one side accepted that it was in a no-win situation and crumbled.
Pakistan bases it's existence on wresting Kashmir from India. Most Pakistanis know more about Kashmir than Indians. They observe a Kashmir day. Their citizens donate freely to organizations intent on ripping it out of India.
Now, India can continue to be a stupid pigeon and think that trading with someone who preaches hatred towards you will turn them around.
The alternative is to wake up to the fact that India is 10 times the size of Pakistan and it had better act like it before it gets carved up like a turkey.
