Quota system or reservation policy in any field either in education or in recruitments for jobs followed by promotions, political berths is the policy of a bankrupts ( in mental capacities of policy making and public appeal by fair and moral means) council of so called statesman or legislatures conviniently and jointly adopted for self survival(also their dynastic survival) by an enforced law. They are empowered to act so by well supported legal means called elections which they manage by successfully duping the million innocents periodically. And these innocents are later punished for expressing their innocence and faith in such great personalities called constitutionally elected legislatures.
