71 years is not enough. Cast system existed for more than 1000 years. So the quota should be there till all who lacked the knowledge for centuries, get equal competency. It is the cast system made the society today so incompetent, and poor. The so called merit people could not defend themselves (hence given control of India to Muslims and British),and did nothing great when all over the world was enjoying its scientific inventions. It till the British came ,and show them that how "incompetent and fools" are so called merit people. It was the West who showed them that there exist far better and competent people than you. All that upper cast people did was to balk in the service given by lower caste people. The so called "toilet paper" you called is used by "upper cast people" for more than 1000 years(education and other facilities only for upper cast people). Open up your eyes. Think before you write.
