Yes, the article does raise the issues surrounding reservations.
IMHO, this is just a political ploy. However, it needs to be addressed before it becomes a bigger problem.
The author mentions 'preparatory year' in IITs, which is a great solution. I would suggest extending similar facilities of coaching to whoever is from BC/OBC/SC/ST or other disadvantaged class to enable the real talent to surface and grow.
Continuing with reservations will cost India dearly in this century....there are so many other countries who are vying for a spotlight enjoyed by India as of now and it won't take long before India returns to pre 1980's status...Wake up Mr Arjun Singh...
