Instead of banning plastics, the Govt and the scientists should think of converting plastics into biodegradable material by some other process. When a product exists as plastic, it is also possible to change the structure of this plastic into some other configuration. Why don't the govts intiate the scientific community to invent a new process for the conversion of plastic.
