Will India have Mobile Set Manufacturer?

I am suprised why there is no big EMS in India? The demand for hand sets is phenomenol. Huge money is lost in logistics and in terms of oppurtunity cost.Will India have Mobile Set Manufacturer? Is any Big time EMS coming to India if NOT then we should understand Why NOT?. Is it the MNC's are scared of Govt regulations or is the capability?
