Why not all roads

With so much I.T and Electronic development in Bangalore
why cant all roads be standardised in Bangalore.

Why the bias to only those roads leading to industry

This is absolutely frustrating and gives a feeling of corruption in the government,

where is the rest of the money,in whose hands
