ID cards

Basically we people or atleast POWERS THAT BE ARE VERY NON-TRUSTING AS A WHOLE. For every purpose, they need a differnent kind of assurance ofidentity, residence etc. Passport is considered a rather authenticproof of identity and residence, but what about those who manage to get more than one and most are fake and obtained for fraudulent reasons. If at allthere should be a National Identity Card(not a passport) and any change in residence should be mandatory to be reported to the authorities. I suppose that would eleminate the need for multiple typres of identity proofs.
