complacency and callous apathy

Singapore, Japan or London would not have allowed the situation to deteriorate to the extent to which it has been done in Mumbai. Rains should not have been allowed to wash away thousands of human beings. When Tsunami struck, TN Government and its administrators showed dynamism and alertness which attracted the praise of former President of USA Bill Clinton. The complacency, apathy and indifference in such circumstances by the authorities in Mumbai cannot be justifierd.
