VAT for the betterment of common man ?

The implications of VAT on the economy has to be measured not as a statistical value but more from a socio-economic angle.Growth of GDP doesn't necessarily imply that an economy has grown or otherwiswe.The REAL savings affected to the common man as a result of the introduction of VAT needs to be measured to see if he's benefitted or not.VAT should be measured on the parameter of GDS(Gross Domestic Savings) rather than GDP(Gross Domestic Product).
