I think the system has failed us. The pprest of the poor have the most children. We do nothing on the basis that each individual has the right to decide. What about the right of the unborn child to a decent upbringing? Sanjay Gandhi's was the last serious attempt at population control. Sometimes too much freedom is a curse in many ways.
