Are you happy with your appraisal?

In my company, we have a process called Career Management, where a senior manager is made responsible to guide a junior employee in his career. I had my reporting manager as my Career manager. He set me certain objectives to be accomplished in 3 months. I attained 80% of them. (mind you, 50% of the objectives were outside of my immediate tasks, meaning, I had to take out time from my daily tasks and accomplish them). After 3 months I had a performance review, (salary - hike was not the objective of this review) and the manager was really happy about my performance. He rated me 'Exceeds Expectations'. New goals were set for me for the next 3 months, and again I achieved 80% of them. Again my manager expressed his happiness over my performance, and rated me 'Exceeds Expectations'. But when the salary-hike too place, I was given a hike which was less than what is awarded to an employee who has been rated 'Meets Expectations'. I asked for so low hike, and the answer I got was that 'Company cannot afford that much'. But later I came to know that some of the employees, who had been working under other managers, have got better hike, even though they were rated 'Meets Expectations'.
