Like the post by Priyanka earlier, the law is fine, the implementation is wrong.

If the implementation of the law is done strictly, the number of these incidents is sure to come down. A person without a driving licence can get out of the offence by paying 50 bucks. Even a rash driver, or drunk driver can get out of being jailed or even booked, by paying a few hundred rupees (not much, considering that they'd have already spent a few thousand getting drunk/high).

This goes for all sorts of road related offences. Why do our policemen take bribes from such OBVIOUS offenders then? The salary they get from the govt. must be pathetic.

Maybe, just maybe this bribing culture problem could be solved if our policemen are paid GOOD salaries? A cop who pulls up a drunk driver won't be tempted to let him go with a 500 rupee bribe, since he doesn't need it!

(I say 'Maybe' here because there's no guarantee that the cop won't take a bribe even with a good pay; but it could surely help the state of affairs!)
