City Bank Card with Insurance Offers

My wife received a number of calls from this bank soliciting her consent for the issue of a "free" credit card. She rejected the offer saying that she does not need it for India as I am staying abroad where we already have another credit card. They repeatedly urged her for this insisting that she does not have to pay anything. One fine morning, she receives a flashy card with strings attached like insurance offer with hefty annual premium etc. This was completely unsolicited and my wife is really disturbed the way they have been after her for expanding their business.
I have been to several countries including USA and have never seen such practices there perhaps due to sound legal framework to protect citizens' rights. This acts as strong deterrent to such eavesdropping. I wish the same happens in India some day.
