Look at our so called role models in India? Bloody Salman Khan and rest of Bollywood actors are so boorish and ill-mannered that they go about their rude behaviors in public. Indian public encourage this rowdy elements by watching their movies.
On a recent visit to India I travelled by local bus so that my kids get to experience real India. Men were occupying women seat while my wife had to stand in the bus with our 1 year old in her hand. When I got into argument with the man, no one wanted to get involved and everyone looked as if I am the bad one. Slavish mentality in these people likes to see me act snobish and American.
Civic sense prevail in west because people take a clear collective stand against someone breaking law or doing nasty things. In India, so called educated act as if they are in West, while conveniently ignoring the mess around them and not taking collective stand against this mess.
Interestingly I see that traditional Indians with culture have the best civic sense. Its the in between rotten elements that have lost all senses, neither culture nor modern thinking.
