Where all the subsidy given to IIMs is going ?

As per reports tabled in parliament govenrment subsidy is rupees 3 lakhs per anum per student.
This Governement is spending 6 lakh rupees per student and also IIMs are charging 4.5 lakhs per student as fees. The total sum 10.5 lakhs is higher then some of the best MBA programs abroad. We are not counting extra money generated by countless executive education programms PGPX ( IIM A and C :15 lakhs per student per year ) PGSEM ( IIMB 6 laks per year per student), distanct education ( IIMA , IIMC, IIM-K and IIM-I , Short term management programms and consultancy assignements.
Seeing the crumbling infrastructure (buildings , upkeep of campus ) it is highly unlikely that IIMs are spending much on these , IIMS top brass constantly keeps on crying for lack of funds can any one tell where all this funding is going ?
Its high time that more quality private institutes such as SP Jain , JBIMS and ISB are brought in with PPP to create competetion to IIMs
