A small question for Mr. Peter G. Kaestner

It's said that if the morning coffee of the interviewing Consul is bad then your probably won't get your Visa. Jokes aside, I know some very rich industrialists' family members were refused B1/B2 Visas for no apparent reasons. The Consul actually doesn't really bother to look at any papers one brings along. This is specially for the first interview. I also know a few persons who are lowly paid employees here and who have a much higher possiblity of remaining back in the USA and they have managed to get their Visas. Would you please explain these dichotomies? Or is it just plain luck a person has to depend on? Sudhir
