PPF Amount Withdrawal

I opened PPF a/c in SBI in 28/3/1983.
Now I want to withdraw the entire amt as on today i.e. 12th July 2014.
Can you guide weather I can withdraw now?Is it advisable to go for withdrawal in July to get the full yearly interest?
