Tax on Fix Deposits

Suppose a person on the verge of retirement purchase NSC which will mature after retirement then what is the logic behind paying tax before?
Because when he will get money in hand he is retired and his income that time is below taxable limit.
Do not have money in hand and pay tax on it - wonderful logic applied.
At the time of maturity tax should be deducted if 'G' form not submitted.
Can you take up with Mr Finance Minister
