improving English

Reading Magazines and watching English news alone will not be enough to improve English speaking skills.
I've been there, done that. It will improve English knowledge definitely. But you will still not be fluent unless you practice speaking English. Another reason is Spoken English in India is simple than magazines and BBC news. Use every opportunity to converse in English. Make friends with people of different mother tongues. Avoid the temptation to use Hindi in such scenarios.
Join debate clubs or personality development programs or other extracarricular activities in college where you've got to speak English. Always keep in mind. Those who are really good in English, don't go around judging or teasing others' English. The people who do that, might have a complex myself. I've been taunted for my mallu accent by people with Kannada accent, Tamil accent, Bihari accent and all kind of accents, but never by anyone who speaks good English.
