hi i think what they mean by saying that they will not assist you in getting a visa is that they have no influence in embassy but if you are on J1 you can bring your wife on J2 just get her DS2019 form from the institute where you are and apply for the visa at the embassy in a proper way i came here like this myself i hope she will not have any problem. and also she can work too on j2 visa.
