PhD or MS related to dentistry

Hi,

This is padmanabhan. I have completed my bds in India this year. I had a gre score of 950-1000. toefl score of 260. I had applied for a phd oral biology(ohio) n ms oral radiology(chapell hill,north carolina). I was repiled that there was considerable interest in my application for phd but it was not possible for them to provide me a seat because there were no vacancies n i was asked to consider applyin next year. It was the same with the ms application too but they said that they couldn accept me as there is a lack of financ on the part of the university to support international students, this year. My queries are-

1) is it a worthy option to reapply this year

2) are there chances for me to discontinue my phd n shift to a ms in clinical course after completing my national boards. will it be a worthy option considering the fact that my primary interest is to settle n earn in us.

3) are there good scope of gettinbg a good job after a phd in oral biology. kindly help.
