IIT JEE - radical changes needed

I think introducing 60% cut off is of little use because any student who even thinks of IIT has >80% marks. There must be weightage on std. XII/inter board marks towards the entrance criteria. 30% weightage should be given to the percentile score of student in class XII (percentile = marks scored / highest marks in board). This way differences between various school boards are calibrated. English is important in life all over the world. The IITs should go back to the old system when there was a entrance test in Eng also. 70% marks are for Phy/Chem/Math/Eng entrance test. Lastly, just like there is relaxation for reserved quota, there should be priority for paid seats. About 10% seats be given to those who can pay full fees. University/IIT is a microcosm of the society we live. If "speed money" works from driving license to ration card to Tirupati darshan, what makes IITs so sacred?? There must be a balance of all socio-economic classes in IIT campuses. The present admission criteria encourage armies of nerds and hi IQ chaps to enter IITs (through cramming and coaching) while the genuinely intelligent have to take back up option like admission to American universities!
