Yes anyone above 18 years of age can get himself/herself a PAN card irrespective of employment/tax brackets he/she falls into. That is even if a person is unemployed AND/OR he/she does not earn enough to pay tax, he/she can get a PAN card. Take my example, I am scheduled to get employed from next month and I am going to apply online for a PAN card.
