Bucknor removed but....

Just read that umpire Bucknor has been removed from Perth test. And the cricinfo report says %u201C
Steve Bucknor, a member of the ICC elite panel of umpires, has been removed from officiating in the third Test between Australia and India in Perth. Malcolm Speed, chief executive of the ICC, confirmed the same during a press conference in Melbourne. Bucknor will be replaced by New Zealand umpire Billy Bowden.
"I expect that Steve [Bucknor] will continue as an ICC Elite panel umpire but what we're seeking to do here is to take some tension out of the situation", Speed said.
So, ICC hopes that Bucknor will continue to umpire more matches!! What for??? Does the fact that they removed him from next match states the fact that they agreed he is not an competent umpire? It is the same ICC who did not allow him to officiate in T20 worldcup because they were very upset with Bucknor%u2019s fiasco at Worldcup final. And despite all this they allowed him to stand in test that India played (in the light of India%u2019s repeteated appeals over the years that they do not want him) hoping that he will do fine. And now they are commiting the same mistake again and hoping again that he will be a good umpire in future until another nation cries foul.

ICC should give an explanation on why they still expect to see Bucknor in the so called %u201CElite%u201D panel.
