BCCI is a privately registered firm. ICL is another one similar to BCCI. Even ICI is a private firm registered in UK. Obviously it is up-to BCCI's wish whom to hire and whom to fire. Neither govt nor the court can question them. May be the court/govt suggest or request BCCI to work with ICL to improve Indian cricket. If ICL wants to send their players to play international games, they can. But they don't have good terms with any of the international bodies (ICI or other). So, it is obvious that ICL player keep on playing matches between those 6 or 8 teams.

If ICL players are lucky, and if zee is able to make better money, their contracts get renewed. Other hand, if zee gets failed in getting sponsors, and fail in making money ICL gets closed, and their players end up nowhere. Ofcourse considering zee's profile and crazy on cricket in India, possibility for ICL gets closed is very less.

May be once ICL gets closed (possibility is minute), BCCI will announce that they have no issues with those players and they still can eligible to get selected for team India. But the selectors never going to select them.
