I think its a three step process: step1-Selection board and Cricket board to be non biased and non political.Selection on Merit,Current form irrespective of region he belongs to or number of years of experience.
Step2 - Create pitches which are bowler friendly with bounce and pace.
Step 3 - Contract/positions in a team to be awarded on performance,do performance appraisal every game like how you do appraisals at work.
