ICC and its laws

We have spoke about India not performing in ODIS in the ongoing SA tour.
Congratulations to the team .What a test match the last one was.
But one issue is always put me on thinking.
Watch Andrea Nel when bowls and stares and talks to the the batsman, no action taken and not even a warning given.
But when Sreeshanth bows and said namasthe to one of their batsman immediately he was fined.
Plus in the ongoing match in the first innings sreeshanth was warned by the the umpire while speaking to Boucher.
Can we have ICC work on its laws wherein most of the times the whites are priortized.
Racism is still going on in these Era.
Its not onlly the issue with the SA wherever you go ex australia or England
Match refree can you have an action against that Nel who lacks human values , behaves like a stray dog.
Why always Players of the sub continent have face all the fines.
