"The Centre would give all possible assistance and help to the state to meet any exigency on the terror front."" means monetary help to maintain communal harmony.
"Whatever action is required, the Centre would do it immediately to enable the state government to face any such challenge". means maintain comunal harmony. "Patil also appreciated the people of Jaipur for maintaining peace and harmony following the explosions" means he's happy that people in jaipur are fools and did not blast him. He's the home minister apart from terrorist who striked , HOME MINISTER is the next person responsibe for this massacre.
