Perhaps, this is tip of the ice burg. A large number of such beaurocrats are not only corrupt in service but also not truly meritorious as many of their academic certificates themselves are questionable of validity! If a thorough individual detailed scrutiny is made, perhaps, several wickets would fall, explaining prevailing chaos in the nation!
