Pl read to understand what Advani meant in his speech. Just donot follo what Mukherji said -
INDIA AND NUCLEAR DISARMAMENT A SHORT OVERVIEW In the early years of independence, Nehru made a commitment to non-nuclear weaponization of India and for Nuclear Disarmament. In 1947, Nehru argued that “there is a conflict in the World between two things, the atom bomb and what it represents and the spirit of humanity.” In 1954, after the US tested the Hydrogen- Bomb, Nehru stated that, “Nuclear tests are a crime against humanity and a crime against survival of the human race. No country pleading the interests of its security has the right to perpetuate the nuclear holocaust”. Nevertheless, this ban on the atom bomb was not synonym of a ban of the atomic science, the peaceful use of nuclear energy being essential in his mind for the socio-economic development of India. But Nehru passed away in May 1964, and five months later, the PRC conducted its first nuclear test. Consequent to the border war of 1962, this test led India to worry about its national security, and L.B. Shastri authorized the research on a weapon-oriented nuclear programme. That was the end of India’s “Nuclear Celibacy”, and the beginning of “Nuclear Ambiguity”.

Nehru prophetically warned the world as far back as 1957 not only of nuclear proliferation but of connected dangers of terrorism. But from being an early and enthusiastic supporter of this concept, Indian reservations deepened as it watched the evolution of an international treaty conspicuously lacking, despite its strong urging, in a mutuality of obligations between the weapon states and non-weapon states. Finally, as you are all aware India chose not to be a party to the NPT [Nuclear Non-Proliferation Treaty], precisely because of its inherently discriminatory nature.
