Jammu and Kashmir has its own constituion which has a special provision of Govrnor Rule. The Governor of J&K in exercise of powers conferred by Section 92 the constitution of Jammu and Kashmir by issueing a proclaimationcan assume all the functions of the government of the state and all powers vested in or exercisable by authority in the state. The Governor Rule thus imposed can be for the maximum period of six months. Thereafter, if the popular government in not installed within the six months of governor's, the further extention shall be President rule under Indian Constituion.
The Governor governor of J&K can also dissolved the legislative assembly in exercise of the powers conferred upon him by clause (b) of sub-section (2) of Section 53 of the constitution of Jammu and Kashmir.

why should other states not have their own consitution.

I prefer the American system to the british system.

The states have their own constitution. but I do not see them forming small countries.

For J&K we can not have President's rule as per separate constitution (Article 370, the most debated one)

Another NIKAMMA to rule the state. People in the state are agitating for his recall. How can he rule who spoke his Delhi masters voice by giving a letter to Azad that Sri Amarnath Shrine Board did not need the alloted land, only after a couple a days after joining without calling a meeting of the board? How did he reach at the conclusion is any body's guess.
