I suspect the deal because a) both the govts are showing undue haste when their terms are about to end; b) US has sided with Pak and has been otherwise not trustworthy c) If it is a bilateral agreement we can have it with Russia and France also; d) There is apparently a hidden commitment to buy most of the equipment from US and also Congress has been paid bribes. It is not new for the congress - Remember Bofors?
