Sheer ineptitude and incompetence, or was there something more afoot? Did they deliberately choose extradition, knowing it came with restrictions, over deportation which came with none - for murky reasons unbeknownst to the general public? Was it just pure ignorance and stupidity of the bungling babus and their neta bosses?
