Three months ago US gave India ultimatum to enact it immeidately. Now they give us 12 more months. We should build national consensus and act based on that, not on US pressure. No alliance is permanent and no one is our permanent adversory.
Apparently the fast breeder isn't quite a mature technology and has prohibitive operational costs, as well as risks, which is why advanced countries like Japan have shut down the reactors they built quite a few years back.
Not sure if the govt and the Nuclear agency of India want to go ahead since they know that building fast breeders from scratch, in a cost effective and safe manner is tough.
Just read this somewhere recently, so pointing it out. If India can build fast breeders where others failed, nothing like it, it should make India a world leader.
RE:Future plan has doubts cast over it

India has been operating fast breeder since 80's this will be first commercial scale breeder. Fast breeder technology means fuel eventually free. All safety and other measures, review processes were done before making this reactor well studied, not like the experiments they put up in the west.
Since 1996 India is operating the only reactor that uses U233 fuel, a fuel made from thorium.
So in 11th plan they are making an advance heavy water reactor which has won many awards internationally, for its clean, safe technology, as reactor of the future.
Forth, India is also designed a fast breeder reactor that utilizes thorium, which has won many praises internationally. This will be built in later plans.
Only reason I can think of having inspection is to cap the program, and make it dependent on west..As we should wait till our commercial scale fast breeder is working as to have the upperhand in deal.
Why rush? Better wait for the next administration and bargain for a better deal, after all when fast breeder comes online it will change the balance of power in India's favor. We will be bargaining from a position of strength.
It is best to do without inspection, without right of return, without processing their nuclear waste, because this deal is without any guarantee of supplies but requires inspection first; then they will talk to supplier group.
About our program by 2010 we will have fast breeder reactor 500MWe."When the same uranium, which will support 10,000 MWe generating capacity in the PHWRs, comes out as spent fuel and we process that spent fuel into plutonium and residual uranium, and use it in the fast reactors, we will be able to go to electricity capacity which will be as large 5,00,000 MWe. This is due to the breeding potential of the fast reactors, using the plutonium-uranium cycle. That is the importance of the fast-breeder reactors under Indian conditions, compared to other countries. " igcar.ernet.in/press_releases/press11.htm
Further we have sufficient uranium.%u201D He ruled out India being short on uranium. "We have sufficient uranium to support 10,000 mw. In fact, this year itself, uranium production will be doubled", he said. Dr S Banerjee, Director, BARC " .zeenews.com/articles.asp?aid=364831&sid=NAT&ssid=
Further advance heavy water reactors which utilize thorium will be made in the 11th plan further raise the capicity of generati
No rushing through. Who knows, the next congress in US may be more favourable than the present administration. One should be positive. By that time government in Delhi also will be changed one.
Pls. keep our patience. No body is perfect in the world. we should be fair in using the language/words in criticising any a human being, whether one is in power or not.
then comes the strategy of our Communist Parties and Mulayams. It is the question of their survival, only with some egoistic ideals/arguments. From the history we can find they utilise the fears of our illiterate mobs lacking clear knowledge of things. eg. Computers. they fought against computers. Now they have no shame to use it to manipulate data with computerised medium. If we find any one honest and intelligent, certainly he can bring good to mankind and to our India. Mathew
Yeah..make it fast..sellout of the countries policies, intelligence and economy...why not? do it fast..US wants its base in Asia..and slaves need to wag the tail.

pls. remain wedded to a ideology that is dead several times in every part of the world. Most importantly stay inside W.Bengal. The west and south india might surprise you.
Slaves ! dude, we have a serious energy shortage and countrary to what we have been told for several yrs, DRDO is useless, most of the missiles dont work. none of the major soviet defence systems have worked, Every working defence system is purchased from the israelis which is of american tech. You are already a "slave" incase you did not know
The weakest PM in the World History does not have the guts of going ahead with that as he is a power lust person not does'nt want to lose the post which he got accidently. Even in this case he will not pay heed to his Madam.

I agree with you, he is worst as a PM but he is very intellectual person amongst the whole lot of politicians we have. He is merely a puppet to Sonia Italiano Gandhi.
But one thing everybody should understand that it is not in his hands to make it fast. He has to await the clearance from IAEA and NSG to get the deal finalized. So it will surely take some sweet time. So keep patience, if our PM has made up mind to finalize this deal (if not than I agree with you 101%)

When an intellectual is puppet to a dumb brain, it can only mean one thing - personal gain...
There are worse things that can happen - like a dumb PM under a dumb brain...

Please do not come to public forum without knowing the full facts. The process is on and currently with that international agency. Because of our PM's sincere and smart initiatives only, we still see the glimmer of hope of wrapping up the nuclear deal for our resurgent India. If useless and irresponsible communists are not there, the deal would have been finalized by this time. There were so many PMs before and no one was taking any concrete steps.

It so easy for us intelligent people Mr. Mukherjee, when we blame everyone cos all it takes 2 minutes or less to type:) isnt it.Power lust what a powerful word! This is the problem with us, all we do is throw stones at anybody who is in power. Stop being sadistic about our position in life. Optmism is worth trying.
