It is the sense of deprivation of the Punjabi lobby.
Gen. Pervez Kiyani doesnt like his former boss looking over his shoulder of every move made by him.
Musharraf will always be an active President and the elected Prime Minister is not expected to have full freedom. Hence , it might result in a serious conflict particularly the EU overseen election will present a powerful Prime Minsiter but not a dummy of Musharraf.
The deprived Punjabi Army lobby of Retired Officers wants lucrative posting like Ambassadors/High Commissioners which may not be favoured by Musharraf due to old professional rivalry.
This move was made Gen.Pervez Kiyani to kick out Musharraf and as a quid pro quo he would use his influence on the Prime Minister elect to dole out important positions to the Retd Chiefs and Sr. Officers. So Kiyani will have considerable influence in the new setup with his own men at key positions. As long as Musharraf is there he would stop all of Kiyanis attempts to encroach into his area of influence.
Punjabi lobby was never used to be out of power since the creation of Pakistan. In an undivided Pakistan they were even successful in suppressing numerically majority Bengalis. They want to get back to power soon. They dont like a dark skinned short Urdu speaking Awadh-walla calling the shots for too long!
