If so then are you implying people of Tamil Nadu are not hardworking? If Tamil Nadu has not been able to equal Gujrat does that mean people of Tamil Nadu are less skilled compared to people of Gujrat - No. people of Tamil Nadu are equally skilled and competent as Gujrat but policies of state government, focus of state government and corruption at state government level play important part in how successful the state and its people become.
