As some others have mentioned earlier, if the corrupt cops refuse to file an FIR, then naturally the number of "cases" will go down... Try to pull the wool over someone else's eyes Dadwal... Pathetic attempt - all cops want to do is line their pockets... What's the going rate to get an FIR filed - any ideas..?

True statement. Almost all crime records are fabricated to praise the administration.
I think the common man's desire to rape is on decline due to the rising desire in all men and women is now a days being treated as a form of physical need that the body needs in this fast paced life and all men and women in Delhi are becoming broad minded.
