Put aside Marathi-minority Mumbai and the rest of not-so-Maha-rashtra is similar to BIMARU. By the way, Rajasthan needs to be removed from the BIMARU category.

They are also the best entrepreneurs, and create the most wealth in the country. Most money supply comes from them.

Call it facilitation. Some others will call it bribe-demanding or extortion, but they are being unfair. After all they pay huge amounts to get those government jobs. They have recover their investment fast, which they do by facilitating their clients' nefarious activities.
There are areas of Maharashtra including Mumbai which do not have Marathi majority, and Marathis have never contributed very much to those areas. Instead of creating a separate state for Mumbai, it was included in Maharashtra which is a grave wrong to non-Marathis in Mumbai. The same could be said for Chennai, but Delhi got lucky. Maharashtra has border disputes with almost every state around it.
