BJP - UNPA Ploy to take credit before UPA gives farmer SOPs in Budget
by aam desi on Feb 27, 2008 12:47 PM  Permalink  | Hide replies

This is desperate bid to take credit for whatever little the UPA plans to do in the Budget to win the support of farmers in the forthcoming national elections. BJP-UNPA sensing the plans of the UPA are pro-actively doing this "hulla" to say "hum ne aap ke liya - hulla kiya" . I am sure if the BJP - UNPA comes to power they too will not be able to do much for the farmers due the compulsions of WTO, World Bank and economic factors that have prevented the UPA from doing it.

Section 49-O of the Indian Constitution:
by not from UK on Feb 27, 2008 12:34 PM  Permalink  | Hide replies

Did you know that there is a system in our constitution, as per the 1969 act, in section "49-O" that a person can go to the polling booth, confirm his identity, get his finger marked and convey the presiding election officer that he doesn't want to vote anyone!

Yes such a feature is available, but obviously these seemingly notorious leaders have never disclosed it. This is called "49-O".

Why should you go and say "I VOTE NOBODY"... because, in a ward, if a candidate wins, say by 123 votes, and that particular ward has received"49-O" votes more than 123, then that polling will be cancelled and will have to be re-polled. Not only that, but the candidature of the contestants will be removed and they cannot contest the re-polling, since people had already expressed their decision on them. This would bring fear into parties and hence look for genuine candidates for their parties for election. This would change the way, of our whole political system... it is seemingly surprising why the election commission has not revealed such a feature to the public....

Please spread this news to as many as you know... Seems to be a wonderful weapon against corrupt parties in India... show your power, expressing your desire not to vote for anybody, is even more powerful than voting... so don't miss your chance. So either vote, or vote not to vote (vote 49-O).

Dude this is really some good knowledge spread by you.

Its right. Nobody has ever informed public about this thing. But I don't think this thing works in today's time but in future, maybe it will work out coz if you dont wont anybody than no assembly will be formed. It means there wont be any government and automatically we will be under president/military rule. I think that will be better for India in current circumstances.

This is false.
A small portion of the clarification from Mr.UPS Madan (Chief Electoral
Officer) : -

%u201CIf an elector, after his electoral roll number has been duly entered in the
register of voters in Form 17 A and has put his signature or thumb
impression thereon as required under sub-rule (1) of rule 49 L, decided not
to record his vote, a remark to this effect shall be made against the said
entry in Form 17 A by the presiding officer and the signature or thumb
impression of the elector shall be obtained against such remark.%u201D

I had given enough publicity to this rule before the last general elections
and some of the voters did use this facility of not voting to any particular
candidate. The drawback of this rule is that the voter has to disclose his
identity and the fact that he has not voted for any one does not remain a
secret.

Beyond the fact that such a vote can be cast under rule 49 O, there is no
rule of repoll on the basis of number of votes polled under such rule. This
is only a rumour going on for some time without anyone trying to get it
confirmed with any authority. Theoretically, if all the votes but one, is
polled for %u2018none of the above%u2019 under the abovesaid rule and only 1 vote
polled for a particular candidate, that candidate shall stand elected.

%u2018None of the above%u2019 provision only helps in creating pressure on the
political parties to field good candidates. There is of course a demand from
various NGO%u2019s that the rule should be modified to incorporate the pro

Totally tamilnadu is neglected by railway minister.funds was not allocated for salem railway division which was divided from palakkad in kerala.railway minister was acted in favour of kerala.unnecessarily central government is setting up a rail coach factory in kerala.for food kerala is depending on tamilnadu.first karunanidhi should be dismissed for declaring holiday for onam of malayalees .first 7 crore tamil people should chase the malayalees in tamilnadu.tamilnadu people should not allow the central government to be setting up a rail coach factory and should not pass the trains through salem ,erode.permanently kerala towards trains should be blocked.tamilnadu cm karunanithi has no common sense.because every day 1 crore tamil people are brutally attacked by malayalees in kerala.first kerala state should be under control of tamilnadu people.if 7 crore people think ,kerala state will be controlled by tamilnadu people.borders wiht kerala state should be permanently closed.there should not be any traffic movements between kerala and tamilnadu.

You scoundrels,TN has the maximum share of new railways. Check the list again.
It's unfortunate that most of these corrupt uneducated moron MPs at the centre that South is Tamil Nadu and nothing else.
I'm from AP and I'm not from South and I dont have anything in common with these Tamils.
We've lost far too much by saying we're South Indians.
All the investments go to TN as though all of us should be happy about it.
In TN,anybody who doesnt talk in Tamil is an outsider and treated like crap whether he is from North or South.
In fact,Tamils are as different from Telugus as Marathis are different from Punjabis.
Yet people refer to us South Indians as though we're all the same.
States like AP and Karnataka are losing out on investments due to this as all the tamil MPs and MLAs are great at taking investments back to their state.
