yes he stole the clothes of gopis.. but the reason was not wot you mentioned(seeing naked girls,you stink)
there was some jaldevta residing in that lake.. and he was very ashamed tht these gopis were bathing naked..
he was just making sure by stealing their clothes that next time when they bath they wear their clothes..
