During BJP's regime at centre Delhi Chief minister Mrs Shiela Dixit used to march 2 parliament whenever there was a RAPE case in delhi accusing delhi police 'Nikkami' hardly 1 or 2 incidents were reported.
Today not a single day passes without 3-4 rape, even on minor girls, Delhi's CM is Blind or deaf. in last 4 years more than 4000 rapes have been reported (FIR) and she did'nt paid a single visit either to parliament or to Police HQ.
She must march a rally infront of 10 janpath at least.

Does that justify a rape? Nature has provided men with a mechanism to release sexual frustration all by themselves.
In any case, if what you say is true all accross India, rape cases should be evenly distributed across the country. Why is it that Delhi has much more rape cases than other cities?
