Great idea if it makes an honest decision.If the administration really does not want to give the death penalty to any one by any mean then it will be the greatness of the administration.
But saying it and doing it are not same.

Commutation of the death penalty of Sarabjit

It is sad to see that the life of an individual is now a part of politics. It seems that the Pakistani govt. is bargaining for the life of the Afzal Guru who has been sentenced to hang for the attack on the Parliament, with the life of Sarabjit Singh. I am not a great fan of the death penalty. And im not sure whether facts really played a part in his conviction. Sad times we live in.
