So now the so called 'forward' castes have no way of educating their sons/daughters in these premium institutes. This is the death of meritocracy by slow poisoning.
Quality free primary education should be provided to the backward sections of the society. The meritorious should come up and win seats in higher institutions on their own. This should be the way it should be implemented.
Congress just wants to win votes nothing else. They and their communist comrades want poor to remain poor, illiterate to remain illiterate. Communists cannot survive if there are no poor people. Congress cannot survive if people become literates and see the truth behind their dynastic, divide-and-rule politics. See how the Congress fares poorly in urban areas in elections.

By the way most of us believe that Caste are based on birth (not on worth )which are decided by God.... so He will save allllllll
Ok! Good to lift non meritorious student which may not be use full to society. My suggestion is to tag their Degree as Reserve, so that the needy person will know the status before taking his services. Like Dr(R) Er(R), Advocate(R) etc.
